1. An advocate, legal practitioner, law teacher or law student, who is a citizen of India and who subscribes in writing to the Aims and Objects of the Union and agrees to pay the membership subscription may be admitted as a Member by a State Unit

2. The Annual subscription will be Rs. 100/- for Lawyers Advocate & Law Teachers and Rs.50/- for law students or such other amount as the appropriate authority may, from time to time, determine and such portion of the same shall be deposited with the Central office of AILU as may be decided by the Executive Committee from time to time.

3. A member duly enrolled and not in arrears of subscription will be entitled to receive the journal brought out by the Union.

4. The Union may grant affiliation or recognition to such Lawyers’ organisation in the respective States as it thinks fit on payment of such fees as may be prescribed by the appropriate authority from time to time but not more than one such organisation will be granted affiliation in a particular State. Such affiliation may be withdrawn for reasonable cause.

5. Any member or office bearer of the Union may cease to be such at any time by resignation or by removal by the appropriate authority, by a decision taken by a two-third majority of those present and voting, for reasonable cause, after the person affected has been given due opportunity.
5b. Any office bearer or member of Executive Committee of a State Unit or central Executive Committee or National Council may ………to be such at any time by ………or by second by the executive Committee of the State Unit at Central Executive Committee as the can every be by decision taken by a two-third majority of there ……at reasonable opportunity.

6. The Union may acquire, hold and dispose of property.

7. The Union may establish foundation for any specific purpose conforming to its objects to be managed by Trustees named in the Trust Deed, whose succession shall be regulated by the same. Such Trust Deed may be executed in the name of the Union by such office bearers or members of the Union as the Executive Committee may determine.

8. The Bank Account of the union shall be operated by any two out of three office bearers designated for the purpose from time to time by the Executive Committee.

9. The source of income of the Union shall be membership subscriptions. Affiliation dues from local state units, donations, proceeds of functions and shows organised by the Union. Trade and business shall be excluded from the activities of the Union.

10. No member or office bearer shall have or receive any beneficial interest in or out of the funds, assets or activities of the Union.

11. There shall be an All India Conference of the AILU meeting biennially.

12. There shall be a National Council of the AILU of members duly elected by the delegates at the Biennial Conference. The Council shall meet at least twice a year. Presidents and Secretaries of the State Units, if not already members of the Council, shall be invitees.

13. The National Council shall elect at its first meeting after the Biennial Conference 47 persons who shall be, inclusive of 21 office bearers, to constitute the Executive Committee. The Executive Committee shall meet once in three months unless required to meet, depending upon business to be transacted, at a different interval.

14. Delegates to Biennial conference shall be elected by the State Units in such manner and with such ratio of representation as may be prescribed by Regulations to be framed in this behalf by the National Council not less than three months before such election.

15. The Memorandum including the Rules of the Union may be amended at the Biennial conference or a Conference of the Union specially convened for the purpose. Any notice of any proposed amendment to the Constitution by any member or unit must be sent to the CEC at least one month before the All India Conference. The CEC if it proposes to initiate any amendments must circulate the same to the State Units 15 days before the ALL India Conference.

16. “Appropriate Authority” mentioned in the Rules shall mean the Executive Committee or such other authority as the National Council may from time to time prescribe.

17. The powers of the office bearers shall be such as customarily flow from their respective designations and may, in cases of doubt, be specified by the Executive Committee.

18. To fill casual vacancies, or otherwise, the National Council and the Executive Committee may co-opt members to itself but not so that its member exceeds and 47 respectively.

19. The office bearers of the Union shall be executive Patron, President, vice Presidents (not exceeding six). General Secretary, Treasurer and Joint Secretaries (not exceeding three) and Secretaries (not exceeding six).

20. Audited Statements of Accounts shall be submitted every year to the National Council and also at the Biennial conference by the Treasurer, however in his absence, the amount may preview by such person as is named for the purpose by the Executive Committee.

21. Notices of all meetings may be sent by post. The time of transmission shall be counted as seven days in all cases. No meeting shall be invalidated only by reason of a duly posted notice thereof having gone astray.

22. Requisite Notice for a meeting of the National Council shall be 19+7=26 days. Requisite Notice for a meeting of the Executive Committee shall be 6+7=13 days. On grounds of urgency the President may authorise shorter notice in a particular case.

23. Quorum for meetings of the National Council or executive committee shall be one third and in the case of the Executive Committee.

24. The requirements of Notice and Quorum shall not apply to meetings held in lieu of a meeting adjourned for want of quorum.

25. Without prejudice to the powers conferred on the National Council by Rule 15 the National council may from time to time frame Regulations for any or all of the following purposes with these rules:-
(a) for the furtherance of Aims and Objects of the union.
(b) for the delegation of any powers of the National Council to the executive Committee or to any of the Office Bearers.
(c) for the better transaction of the work of the Union.
(d) for the establishment and regulation of Branches or Units of the Union, and
(e) for any other purpose.

26. No Member of the Executive Committee or National Council shall issue any statements or take any decision which may be inconsistent with the Aims and Objects and decisions of the Union.

27. The number requisite for a quorum for the National Council or the Executive Committee may, by a notice in writing served on the General Secretary, call upon the latter to call a requisition meeting of the National Council or the Executive Committee, as the case may be, within a period of one month from receipt of the said Notice (excluding the time requisite to issue notices). Every requisition, and every meeting, held in pursuance thereof, shall be confined to a single distinct and specified matter of concern to the Union.

sss 28. The executive Committee may contribute regional/zonal councils as it may deem fit.
